In 2008, legislation called the Independent Livery Driver Benefit Fund was passed in New York to provide workers' compensation benefits to independent livery and taxi drivers. The new law requires that the independent livery base dispatching these drivers be a member of the Independent Livery Drivers Dispatch Fund, so drivers qualify for benefits. If the base is not a member, it is required by law to carry its own workers' compensation policy to protect its taxi drivers.
